The 8 best AI chatbot development services in 2026, ranked

Need a custom AI chatbot built? We compared 8 AI chatbot development services on pricing, done-for-you support, integrations and user ratings.

Collage of the official websites of Botpress, Voiceflow, Intercom Fin, Kore.ai, Microsoft Copilot Studio and Google Conversational Agents

Short answer: if you want a custom AI chatbot built and you are a small or mid-sized business, start with Botpress. It is cheap to try, flexible enough for real integrations, and Botpress will now build and maintain the agent for you if you would rather not do it yourself. If you are an enterprise with complex systems, look at Kore.ai. If your support team already lives in a helpdesk, Intercom Fin is the fastest route to a working bot.

The phrase "AI chatbot development services" covers two very different things. One is an agency that writes custom code for you. The other is a platform that gives you the builder, the hosting and, increasingly, a team of engineers who will do the build on your behalf. This guide focuses on the second group, because their prices are public, their products can be checked, and you are not locked into one consultant. We compared eight options using official pricing pages, product docs, published pricing breakdowns and third-party user ratings, as of late October 2026.

If you are still deciding whether you need a vendor at all, our guide to AI development companies covers the agency route, and our walkthrough on how to create an AI agent shows what a do-it-yourself build involves.

Key takeaways

  • Most teams should start with a platform, not an agency. Botpress, Voiceflow and Chatbase all let you build a working prototype for $0 to $60 before you spend real money.

  • Done-for-you is now a product tier. Botpress, Voiceflow and Kore.ai all sell implementation help, from managed builds to forward-deployed engineers.

  • Pricing units differ wildly. You will see conversations (Botpress), credits (Voiceflow, Chatbase, Copilot Studio), outcomes (Intercom Fin) and API requests (Google). Model your real volume before you compare.

  • Enterprise contracts are expensive. One buyer-data source puts the median Voiceflow Enterprise deal above $250,000 a year, so get quotes early.

How we ranked them

Nobody at The AI Future ran hands-on tests for this roundup, and we did not take screenshots of each product. We built the ranking from vendor pricing and documentation pages, independent pricing write-ups, and user ratings on Capterra, TrustRadius, G2 and SoftwareReviews, checked in October 2026. Each option was scored on six criteria:

  • Build flexibility: how far you can go beyond FAQ answers, including APIs, actions and custom logic.

  • Done-for-you support: whether the vendor or its partners will build, launch and maintain the bot for you.

  • Channel coverage: web chat, WhatsApp, email and voice.

  • Pricing clarity: whether you can estimate your monthly bill before you sign.

  • Entry cost: the cheapest way to get a real bot live.

  • User sentiment: third-party ratings and recurring complaints in reviews.

Prices are in US dollars and can change by region and contract. Always confirm on the vendor's own page before you commit.

The 8 best AI chatbot development services in 2026, ranked

Botpress – best for small and mid-sized businesses

Botpress is an AI agent platform with a visual builder, a helpdesk and an optional done-for-you service, used to build more than 750,000 AI agents according to Botpress.

Botpress official preview image

Image: Botpress, botpress.com (official website)

Why it stands out

Botpress hits the sweet spot between a cheap no-code tool and a full custom build. Its pricing page lists a Free plan with three seats and three AI agents, then Plus and Team plans with unlimited agents, WhatsApp, white-label web chat and live-chat technical support. The Enterprise tier adds custom agents "built and maintained by our experts", which is the part that turns a platform into a development service.

Pricing changed in May 2026. According to a September 2026 breakdown by Macha, Botpress moved from per-message to per-conversation billing, with Plus at $150 a month and Team at $750 a month billed annually ($189 and $939 monthly). Older reviews quoting $89 and $495 describe the previous plans. On Capterra, Botpress holds 4.5 out of 5 from 37 reviews. One founder wrote: "I really like how flexible and user-friendly it is, especially for non-technical users." Not everyone agrees: another reviewer said "I dislike that Botpress has a steep learning curve, especially for beginners and non-technical users."

Key features

  • Conversation-based billing: 250 conversations on Plus and 1,500 on Team, with AI usage included.

  • Multiple builders: Botpress Studio, Viber and the ADK share the same plans.

  • Botpress Desk: a full ticketing helpdesk, or connect your existing one.

  • Channels: web chat and WhatsApp, with voice on Enterprise.

  • Done-for-you builds: Botpress engineers design and maintain agents on the top tier.

Pros

  • Real free plan you can prototype on

  • Predictable per-conversation pricing

  • Path from self-build to fully managed with one vendor

  • Unlimited agents on paid plans

Cons

  • Learning curve for non-technical teams

  • Emulator test conversations count against your quota

  • Big price jump from Plus to Team

Botpress pricing: Free → paid plans from $150/month billed annually (checked October 2026). See pricing

Verdict: if you only pick one, pick Botpress. It grows from a $0 prototype to a managed build without switching vendors.

Voiceflow – best for agencies and product teams

Voiceflow is a collaborative platform for designing, building and running chat and voice AI agents, with a dedicated program for agencies that build bots for clients. See voiceflow.com.

Voiceflow official preview image

Image: Voiceflow, voiceflow.com (official website)

Why it stands out

Voiceflow is the tool many chatbot agencies build on. Its pricing page splits into two tracks: agencies and partners get multi-client workspace management, white-labelling and client handoff tools, while businesses get "Implementation support: self-serve or fully managed". Voiceflow says it has 3,000+ customers and 10K+ live agents on its homepage.

Public prices are no longer on the site. Macha's September 2026 breakdown reports Pro at $60 a month and Business at $150 ($54 and $135 billed annually), with each plan fee returned as usage credit. It also cites Vendr buyer data putting the median Enterprise contract at $258,625 a year. Ringly reports that G2 reviewers rate Voiceflow 4.7/5 across 90+ reviews, with ease of use the most mentioned strength.

Key features

  • Agent builder: mixes agentic playbooks with deterministic workflows.

  • Model choice: major LLM providers or bring your own model.

  • Environments: development, staging and production pipelines.

  • Observability: LLM-powered evaluations and conversation-level analytics.

  • Channels: web, app, WhatsApp, SMS and voice.

Pros

  • Built for teams and agencies, with real-time collaboration

  • No model lock-in

  • Managed implementation available for businesses

  • Strong G2 sentiment

Cons

  • Prices hidden behind sign-up

  • Credit-based billing is hard to forecast

  • Enterprise deals are expensive

Voiceflow pricing: Free (one-time credit, not for production) → paid plans from $60/month (checked October 2026). See pricing

Verdict: the best choice if you build bots for clients or need several teams editing the same agent.

Intercom Fin – best for support teams that already use a helpdesk

Fin is Intercom's AI customer service agent, which works inside the Intercom helpdesk or on top of tools like Salesforce, HubSpot and Freshdesk. See intercom.com/fin.

Intercom Fin official preview image

Image: Intercom Fin, intercom.com (official website)

Why it stands out

Fin is the least "development" option here, and that is the point. You train it on your help center, PDFs or tools like Notion and Confluence, add procedures and integrations, and Intercom says it can go live in hours. Intercom claims Fin customers average a 76% resolution rate across 12,000+ businesses on its Fin page. Treat that as a vendor figure, not an independent benchmark.

The pricing model is the cleanest on this list. Intercom's pricing page lists Fin at $0.99 per outcome, with a minimum monthly commitment, no seat costs and no setup or platform fees when you use it with your current helpdesk. Helpdesk seats start at $19 per seat per month on Essential. There is a 14-day free trial with no credit card. We could not access a current independent user rating for Fin, so check G2 or Capterra yourself before buying. Our Fin vs Ada comparison goes deeper.

Key features

  • Outcome pricing: you pay when a customer is helped or a workflow completes.

  • Procedures: multi-step workflows that read and write to external systems.

  • Works on any helpdesk: native on Intercom, supported on Salesforce, HubSpot and Freshdesk.

  • Testing tools: simulations, evals and AI-powered QA insights.

  • Compliance: SOC 2, ISO 27001, ISO 42001 and HIPAA, per Intercom.

Pros

  • Fastest time to a live support bot

  • No seats needed for Fin alone

  • Pay only for outcomes

Cons

  • Built for support, not custom product chatbots

  • Costs grow with success at high volume

  • No independent rating we could verify

Intercom Fin pricing: No free plan (14-day trial) → $0.99 per outcome, seats from $19/month (checked October 2026). See pricing

Verdict: choose Fin if your goal is fewer support tickets next month, not a bespoke chatbot.

Kore.ai – best for large enterprises that want engineers on site

Kore.ai is an enterprise agent platform for customer service, employee support and process automation, sold with proof-of-concept and forward-deployed engineering services. See kore.ai.

Kore.ai official preview image

Image: Kore.ai, kore.ai (official website)

Why it stands out

Kore.ai is the closest thing on this list to a full custom AI chatbot development company. Its homepage describes a "Proof Concierge" that "Proves it on your own use case before you commit" and Forward Deployed Engineers who "Take you from proof to production in weeks." The platform adds an optimization engine called Autoloop, a typed agent language called ABL and a built-in AI solution architect called ARCH.

Kore.ai says it was named a Leader in Everest Group's Agentic AI Products PEAK Matrix assessment for 2026. On SoftwareReviews, Kore.ai AI for Service shows a Net Emotional Footprint of +95, a measure of user sentiment toward the vendor. Pricing is not public.

Key features

  • Forward-deployed engineers: vendor staff take your use case to production.

  • Proof before commitment: a pilot on your own data.

  • Autoloop: evaluates and improves agents against set goals.

  • StateTrace: full execution traces across tools, handoffs and context.

  • Three solution areas: AI for service, AI for work and AI for process.

Pros

  • Real engineering help, not just software

  • Strong governance and audit trails

  • Very positive user sentiment on SoftwareReviews

Cons

  • No public pricing

  • Overkill for a simple website bot

  • Long sales cycle likely

Kore.ai pricing: No free plan → custom enterprise quote (checked October 2026). See pricing

Verdict: the pick when you want a vendor to own delivery across many systems and can pay enterprise rates.

Microsoft Copilot Studio – best for organisations on Microsoft 365

Copilot Studio is Microsoft's low-code tool for building AI agents for internal use or for external channels like websites and apps. See Microsoft's Copilot Studio page.

Microsoft Copilot Studio homepage

Image: Microsoft Copilot Studio, microsoft.com (official website)

Why it stands out

If your company runs on Microsoft 365, Teams and SharePoint, Copilot Studio is the path of least resistance. Licensed Microsoft 365 Copilot users can build internal agents at no extra cost, but publishing to websites and other external channels needs a standalone plan. Microsoft's pricing page lists capacity packs of 25,000 Copilot Credits at $200 per pack per month, plus a pay-as-you-go meter and a pre-purchase plan that saves up to 20%. An Azure subscription is required.

On TrustRadius, Copilot Studio scores 8.4 out of 10 from 47 reviews and ratings. Reviewers like the integrations, but one project manager wrote: "The billing structure is very bad Microsoft should work on ease of the billing structure." Our Microsoft AI review covers the wider Copilot family.

Key features

  • Low-code builder: create agents without deep coding.

  • External channels: websites, apps and social platforms on standalone plans.

  • Work IQ: taps into Microsoft 365 context for internal agents.

  • Flexible billing: credit packs, pay-as-you-go or pre-purchase.

  • Teams deployment: push agents straight to Microsoft Teams.

Pros

  • Fits existing Microsoft security and admin

  • Large partner ecosystem for builds

  • Pay-as-you-go option with no commitment

Cons

  • Credit billing is confusing

  • Needs an Azure subscription

  • Weaker outside the Microsoft stack

Microsoft Copilot Studio pricing: No free plan (free trial) → $200/month per 25,000-credit pack or pay-as-you-go (checked October 2026). See pricing

Related: Microsoft AI review

Verdict: a sensible default for Microsoft shops, as long as someone owns the credit budget.

Google Conversational Agents – best for developers on Google Cloud

Conversational Agents (the successor to Dialogflow CX) is Google Cloud's service for building chat and voice agents with deterministic flows, generative playbooks or both. See Google Cloud pricing.

Google Conversational Agents official preview image

Image: Google Conversational Agents, cloud.google.com (official website)

Why it stands out

This is the developer's option. You get two editions: Flows, the intent-based Dialogflow CX approach, and Playbooks, generative agents built from natural-language instructions. Google's pricing page charges $0.007 per chat request on Flows and $0.012 on Playbooks, with voice at $0.001 and $0.002 per second. New users get $600 in Flows credit and $1,000 in Playbooks credit, valid for 12 months.

Dialogflow holds 4.4 out of 5 from 28 reviews on Capterra, though many reviews are older. One engineer wrote: "The power of Natural Language Processing (NLP) is now available for everyone to use." Expect to need a developer or partner to build anything beyond a demo.

Key features

  • Two build styles: deterministic Flows and generative Playbooks, mixable in hybrid agents.

  • Data stores: 10 GiB of index storage free each month.

  • Voice agents: billed per second of audio.

  • Free design time: builder requests are not charged.

  • Trial credits: up to $1,600 across both editions.

Pros

  • Lowest per-request cost at scale

  • Generous trial credits

  • Fits existing Google Cloud data and security

Cons

  • Needs developers to get value

  • Hybrid billing rules take study

  • Less help for non-technical teams

Google Conversational Agents pricing: Free trial credits → pay as you go from $0.007 per chat request (checked October 2026). See pricing

Verdict: the cheapest per conversation if you have engineers. A poor fit if you don't.

Yellow.ai – best for omnichannel voice and chat at enterprise scale

Yellow.ai is an enterprise agentic AI platform for customer and employee service across chat, voice and email, with 150+ pre-built integrations. See yellow.ai.

Yellow.ai official preview image

Image: Yellow.ai, yellow.ai (official website)

Why it stands out

Yellow.ai pitches speed of deployment. A customer case study on its homepage says: "In just six weeks, we launched a fully functioning AI-powered chat that now automates more than 70% of customer interactions." The platform supports 15+ LLMs, voice through VoiceX, email agents and integrations with Salesforce, Zendesk, Genesys and NICE.

The pricing page shows usage-based elements, such as 500 included resolutions a month then $0.99 per resolution on one tier, but full plans are quoted by sales. On SoftwareReviews, Yellow.ai shows a Net Emotional Footprint of +88.

Key features

  • Omnichannel: chat, voice, email and SMS from one builder.

  • Model choice: 15+ LLMs, picked per task.

  • Integrations: 150+ out of the box.

  • Analytics: LLM analytics, sentiment and topic tracking.

  • Compliance: SOC 2 Type II, ISO 27001, HIPAA and PCI-DSS listed.

Pros

  • Strong on voice plus chat

  • Deep enterprise integrations

  • Implementation team involved from the start

Cons

  • No self-serve pricing

  • Too heavy for small sites

  • Claimed savings come from the vendor's own calculator

Yellow.ai pricing: No free plan → custom quote, with resolutions from $0.99 on usage tiers (checked October 2026). See pricing

Verdict: worth a shortlist spot if voice matters as much as chat.

Chatbase – best for fast no-code website chatbots

Chatbase is a no-code AI agent builder that trains on your content and deploys to your website, help desk and messaging apps in minutes. See chatbase.co.

Chatbase official preview image

Image: Chatbase, chatbase.co (official website)

Why it stands out

Chatbase is what you use when you need a decent chatbot this afternoon. Its pricing page lists Hobby at $32 a month billed yearly with 700 message credits, Basic at $120 with API access, and Business at $400 with 15,000 credits. Integrations include Zendesk, Salesforce, HubSpot, Shopify, Slack and WhatsApp. Removing Chatbase branding costs an extra $1,188 a year.

On Capterra, Chatbase holds 4.3 out of 5 from 73 reviews. Reviewers praise the "Ease of setup and the flexibility to add content in various ways", but one added: "I think that the price is a bit too steep for the credits that are allocated for each plan."

Key features

  • No-code setup: connect data sources, set a role and guardrails.

  • Procedures: plain-language, step-by-step workflows with actions.

  • Widgets: interactive components inside chat.

  • Integrations: help desks, CRMs, Shopify, Zapier and messaging apps.

  • Enterprise options: SSO, HIPAA eligibility and SLAs.

Pros

  • Quickest setup on this list

  • Clear published prices

  • Wide integration list

Cons

  • Credits run out fast at the low tiers

  • White-labelling is an expensive add-on

  • Less control than Botpress or Voiceflow

Chatbase pricing: No free plan listed → paid plans from $32/month billed yearly (checked October 2026). See pricing

Verdict: pick Chatbase for a simple FAQ and lead-capture bot, then graduate when you need custom logic.

How to choose the right AI chatbot development services

Decide build, buy or hire first

Write down who will maintain the bot after launch. If nobody on your team can, favour a vendor with done-for-you options like Botpress, Voiceflow's managed implementation or Kore.ai's engineers. Our build vs buy guide walks through the trade-offs.

Price your real volume, not the sticker

A $60 plan can cost $400 once credits, seats and model tokens add up. Take last month's chat or ticket count and run it through each vendor's unit: conversations, credits, outcomes or requests. Then add 30% for testing and growth.

Check integrations before features

A chatbot that cannot look up an order or update a CRM record will hand most chats to a human. Confirm the vendor connects to your helpdesk, ecommerce platform and identity system before you compare AI quality.

Ask who owns the agent

For custom AI chatbot development, clarify whether you can export your agent, swap models and leave without rebuilding. Voiceflow and Botpress both let you choose models. Fully managed contracts may not.

Match the vendor to your stack

Choose Copilot Studio if you live in Microsoft 365. Choose Google Conversational Agents if your data sits in Google Cloud. Choose Fin if you already run Intercom, Salesforce or HubSpot for support.

Free vs paid: what you actually get

Free plans are for prototyping, not production. Botpress's free tier lists 100 included conversations on its pricing page and is hard-capped with no storage add-ons. Voiceflow's billing docs say its Free plan has "a one-time credit grant that does not renew, so it isn't suitable for production usage." Google gives trial credits rather than a permanent free tier.

Final verdict

Most businesses should start with Botpress: it is free to try, affordable to run and offers a managed build when you outgrow DIY. Choose Voiceflow if you are an agency or a product team that needs collaboration and model choice. Choose Intercom Fin if you want support automation without a project. Choose Kore.ai or Yellow.ai if you are a large enterprise and want the vendor's engineers in the room. Choose Copilot Studio or Google Conversational Agents if you are committed to that cloud. Choose Chatbase if you need a website bot today and nothing more.

FAQ

What are AI chatbot development services?

They are vendors that design, build, host and maintain AI chatbots for you. Some are agencies writing custom code. Most are now platforms like Botpress, Voiceflow and Kore.ai that combine a builder with implementation help, so you can build yourself or have their engineers do it.

How much does custom AI chatbot development cost?

Self-serve platforms start around $32 to $150 a month, plus usage. Done-for-you and enterprise contracts cost far more: Macha cites Vendr data putting the median Voiceflow Enterprise deal at $258,625 a year. Your volume, integrations and channels drive most of the price.

Should I hire an AI chatbot development company or use a platform?

Use a platform first. You can test with real customers for little money and learn what you need. Hire an AI chatbot development company, or buy a vendor's managed tier, when you need complex integrations, voice, strict compliance or nobody in-house to maintain it.

How long does AI chatbot development take?

A simple FAQ bot on Chatbase or Fin can go live in hours. A custom bot with integrations usually takes weeks. Kore.ai says its engineers move pilots to production in weeks, and a Yellow.ai customer reports launching in six weeks. Large multi-system projects can run for months.

Which AI chatbot development service is best for small businesses?

Botpress is the best all-round choice for small businesses because it has a free plan, a $150 a month Plus plan billed annually and an optional done-for-you service. Chatbase is simpler and cheaper to start if you only need a website FAQ bot.
